The Provisional Agenda

Joint Defense Council:

  • Collective security: joint training exercises, interoperability of weapons systems, and weapons procurement
     
  • Establishing a Joint Defense Command staff and infrastructure
     
  • Forming a permanent Joint Deterrence Force for peace-keeping in the Arab region
     

Council on Palestinian Affairs:

  • Establishing strategies to implement existing UN resolutions and Palestinian-Israeli agreements
     
  • Defining compensation for losses, reintegration, and the right of return as part of the final peace agreements
     
  • Assisting in the development of infrastructure and the economy in Palestine
     
  • Optional topic: addressing illegal Israeli settlements in the occupied territories
     
  • Optional topic: the future of Jerusalem as part of the peace negotiations
     

Council of Arab Social Affairs Ministers:

  • Rights of the child and the problem of child labor
     
  • The role of women and women's rights in the Arab world
     
  • Enhancing the international image of Arabs

 

Council of Arab Ministers of the Interior:

  • Collectivizing efforts to combat organized crime: prostitution, organ selling, slave trading, etc.
     
  • Coordinating efforts and policies to combat drug trafficking
     
  • Cooperating on anti-terrorism strategies and policies
     

Council of Arab Environmental Affairs Ministers:

  • Addressing the environmental effects of population growth and urbanization
     
  • Development of quality controls for water supply, land use, and air pollution
     
  • Addressing the severe shortage of fresh water resources and seeking long-term alternative solutions
     
  • Optional topic: addressing the problems of limited available lands and the deterioration of land resources
     
  • Optional topic: establishing control measures on the unsustainable consumption of natural resources
     
  • Optional topic: establishing an emergency plan of action for environmental disasters

 

Arab Economic Unity Council:

  • Promoting intra-Arab investment
     
  • Arab Customs Union: establishing an agreement on covered commodities and tariffs
     

Gulf Cooperation Council: [Villanova will not serve on this Council, since the Sudan is not a member of the GCC]
 

  • Establishing common initiatives and policies on immigration and customs
     
  • Coordinating financial, monetary and banking policies, and establishing a common currency
